Rossi's funeral will take place on Saturday morning in the Cathedral of Vicenza, the city that changed the course of his footballing career and who reached Serie A thanks to his goals.
'This morning Vicenza woke up to the terrible news -- Paolo Rossi, our honorary citizen, is no longer with us,' town mayor Francesco Rucco said.
'We are trying to work out how to organise an event of this magnitude right now.'
The city in the northeastern Veneto region will officially be in mourning until Saturday, with flags at half mast, he said.
Rossi's coffin will return to the city on Friday and be on public display at the Menti Stadium in the afternoon.
The private funeral ceremony the following day will be broadcast live on television. Rossi's ashes will be returned to his native Tuscany, his wife said.
- Bribery scandal -
Tributes flooded in for 'Pablito', who was banned for three years for his part in the betting scandal, but returned to win the World Cup in Spain where he was the top scorer with six goals, and the Ballon d'Or winner the same year.
Goalkeeper Dino Zoff, who captained the 1982 winning side, described Rossi as an 'extraordinary footballer, excellent teammate and friend'.
He said Rossi's ban -- later reduced to two years -- did not bother him, as 'we knew who Paolo Rossi was, what a serious person he was and what an extraordinary footballer we had with us'.
'He was irreplaceable in that group. And the relationship with him was great. We were a team of friends, a great group,' Zoff said.
Prime Minister Giuseppe Conte paid tribute to an 'unforgettable champion', saying that his goals that summer 'gave a dream to an entire generation'.
'You will always remain our hero. Ciao Pablito,' Juventus coach Andrea Pirlo, on the team which lifted Italy's fourth World Cup title in 2006, wrote on Twitter.
Rossi won the hearts of Italian fans when his goals propelled Enzo Bearzot's Azzurri -- who started the tournament with three uninspiring draws -- to a third world title.
But he almost missed the whole tournament.
In 1980, he was caught up in match-fixing scandal known as 'Totonero' -- a play on the Italian for football pools -- that also led to top teams including AC Milan and Lazio being relegated.
After protesting his innocence he was cleared to play again and was rehired by Juventus, going on to earn his spot in the World Cup squad.
- Formidable Juve trio -
A slight winger who converted to centre-forward, Rossi had an uncanny ability to be in the right place at the right time.
He scored a hat-trick in the 3-2 defeat of Brazil, a brace in a 2-0 semi-final win over Poland, and the opening goal in the 3-1 win over West Germany in the final.
Along with Christian Vieri and Roberto Baggio, Rossi holds the Italian record for nine goals scored in the World Cup.
Born in Prato in Tuscany, Rossi made his professional debut at Juventus in 1973, but his initial two-year spell at the Turin club was blighted by knee injuries.
His first successes were with Vicenza, helping the club into the top flight. However, following relegation he left for a loan spell at Perugia, where scandal struck.
After his suspension Rossi returned to Juventus, and the 1983-1984 season was his most successful at club level.
He formed a formidable trio with Michel Platini and Zbigniew Boniek and accumulated trophies -- two Serie A titles, the Italian Cup, Cup Winners' Cups, and European Supercup.
'Paolo was a friend, a golden boy: benevolent, humble and intelligent,' Platini said in a statement to AFP.
'He will be forever remembered by the (Juventus) team and everyone with a black and white heart.'
In 1985, Juventus won the European Cup amid the tragedy of the Heysel Stadium final against Liverpool, where 39 fans were killed. It was to be Rossi's last match with the 'Bianconeri'.
He went to rivals AC Milan for an unsuccessful season which was overshadowed by injury, as was his final year at Hellas Verona.
In 1987, aged 31, Rossi decided to turn the page after nearly 400 league games and 154 goals, and 48 caps and 20 goals for Italy.
A father of three, Rossi later worked as a TV pundit.

(BKU) Dakaunda general secretary Jagmohan Singh (file)While the Centre has said that the Contract Farming Bill will remove intermediaries from the process of sale of farm produce, farmer organisations that are protesting under All India Kisan Sangharsh Coordination Committee (AIKSCC) in Delhi have argued that the Bill will introduce multiple middlemen in the new system.
In Punjab, arhtiyas (commission agents) acts as intermediaries between the government and farmers or private players and farmers, for purchase of different commodities.
Section 2 (g) of this Bill says: “A farm agreement is to be between a farmer and a sponsor or a sponsor or any third party prior to the production or rearing of any farming produce of a predetermined quality, in which the sponsor agrees to purchase such farming produce from the farmer and to provide farm services”.

“Now the AIKSCC’s argument is that the third party in this section has been left undefined and they can be any persons/intermediaries.and in such situation we note the role for multiple intermediaries, commercial agents, arhatiyas and village touts who will act as intermediaries now,” said Bharti Kisan Union (BKU) Dakaunda general secretary Jagmohan Singh, while adding that a detailed draft about it has been submitted to the Government of India by AIKSCC in the recently held meetings.
AIKSCC also highlighted another possibility of the role of intermediaries in the Contract Farming Act in the explanation of section 2 (g) (ii), which says that the term ‘farming agreement’ may include ‘production agreement’, where the sponsor agrees to provide farm services, either fully or partially and to bear the risk of output, but agrees to make payment to the farmer for the services rendered by such farmer. But here, AIKSCC points out that the sponsor is to supply farm services which as per Section 2(d) include supply of seed, feed, fodder, agro-chemicals, machinery and technology, advice, non-chemical agro-inputs and such other inputs for farming etc.
“But Section 3 (1) (b) states that the “responsibility for compliance of any legal requirement for providing such farm services shall be with the Sponsor or the farm service provider.” This, AIKSCC says, brings in another participant in the production agreement called the ‘farm service provider’, without defining who this person is. This ‘farm service provider’ may be to provide an escape from ‘responsibility of compliance’ on the sponsor, said AIKSCC in its draft of objection against these Bills.

Furthermore, Section 4 (1) of this Act brings in the concept of mutually acceptable quality, grade and standards of a farming produce to be complied with for the performance of such agreement. Section 4 (3) brings in the concept of determining “quality, grade and standards for pesticide residue, food safety standards, good farming practices and labour and social development standards may also be adopted in the farming agreement”. Section 4 (4) brings in the concept of monitoring and certification of “the process of cultivation or rearing, or at the time of delivery, by third party qualified assayers to ensure impartiality and fairness”.
“This is another type of third party, a qualified assayer. Section 10 provides for “an aggregator or farm service provider may become a party to the farming agreement” and.”aggregator” means any person, including a farmer producer organisation, which acts as an intermediary between a farmer or a group of farmers and a sponsor and provides aggregation related services to both farmers and sponsor.Where is the freedom from the middleman and where is protection of farmers’ interests?’’ asked the AIKSCC.
After the APMC Act was done away with in Bihar, several village level touts, small and big traders are controlling the crop purchase from farmers and then selling in big mandis across India, said farmers’ unions.
“Even the central government has been writing to Punjab for the past around two years to get rid of the arhtiya system to have transparency in payment to farmers, but this undefined ‘third party’ between farmer and sponsor is qualified to act as ‘middle man’,” said Dr Darshan Pal Singh, a member of AIKSCC.
